Smoking in Turkey: Rules, Etiquette & Nargile Culture

Smoking in Turkey – what travellers should know

Many people still regard Turkey as a smokers' country – and indeed, in Istanbul you see people with a cigarette or in front of a water pipe on every corner. At the same time, the country has one of the strictest non-smoker protection laws in Europe. So that your holiday does not begin with a fine, we have summarised the most important points.

Where smoking is prohibited

The legal basis is Law No. 4207 on the Prevention of the Harms of Tobacco Products. Since it was tightened, a comprehensive smoking ban applies in all enclosed public spaces. These include:

The classic nargile cafés are also no longer allowed to offer the water pipe indoors. Today people smoke almost everywhere on the terrace, in the garden or in separate outdoor areas.

  • Restaurants, cafés, bars and hotels (indoor areas)
  • Shopping centres, railway stations, airports and ferry terminals
  • Public transport – including taxis, ferries and coaches
  • Museums, public authorities, schools and hospitals, often including their courtyards and gardens

Checks and fines

Violations are punished with fines – both for the smoker and for the operator of the establishment. The amounts are adjusted annually. In practice, checks in Istanbul are carried out consistently above all in shopping centres, at airports and on public transport.

Planned tightening

In spring 2026 a draft law became known that would largely ban smoking on restaurant terraces, on beaches, in playgrounds and at sports facilities as well, and would explicitly include e-cigarettes, vapes, heated tobacco products and water pipes. Whether and when these rules will come into force is still open. Look out for signs reading “Sigara içilmez” (No smoking) on site and, if in doubt, simply ask.

E-cigarettes and tobacco in your luggage

The sale of e-cigarettes is not permitted in Turkey, and strict quantity limits apply to the import of tobacco products. Anyone who vapes should find out about the currently permitted quantities from Turkish customs or the German Federal Foreign Office before travelling, and should only bring devices and liquids in small quantities for personal use.

Smoking and consideration

  • Mosques: There is no smoking in the mosque courtyard or in front of the entrance.
  • Ramadan: In conservative neighbourhoods, not smoking in public during the day is a matter of respect towards those who are fasting.
  • Older people: Out of politeness, many Turks do not smoke in the presence of their parents or older people who command respect.
  • Offering a cigarette: An offered cigarette is a friendly gesture. A smile and a “Teşekkürler, içmiyorum” (Thank you, I don't smoke) is perfectly sufficient.

Nargile – the water pipe with tradition

The water pipe has been part of Ottoman coffee-house culture for centuries. The best-known nargile cafés are in Tophane and around the Grand Bazaar. A nargile is a sociable ritual lasting an hour or longer – usually with tea and backgammon (tavla).

As of: October 2026. Laws and fines may change – please check the current regulations before you travel.
